2023 PEMNA Plenary Conference in Lao PDR

Hosted by the Ministry of Finance of Lao PDR, this year’s Plenary focused on the overall theme of Making Fiscal Decentralization Work for Growth and Better Service Delivery. Participants from each CoP will delve into topics of Effective Intergovernmental Fiscal Arrangements and Financial Management Information Systems (FMIS) for Better Service Delivery, respectively.
Over the course of three days, B-CoP participants discussed global and regional trends in subnational finance and investment, strategies for productive and inclusive growth through fiscal decentralization, and multi-level fiscal reforms aimed at enhancing efficiency, accountability, and risk management. Simultaneously, T-CoP participants explored the evolution of the Financial Management Information System (FMIS), its impact on decision-making and accountability, harmonization of FMIS at the subnational government level, and system interfaces, drawing essential lessons from their collective experiences.
